Request for Proposals: County-Wide Event Greening

Zero Waste Marin has released a Request for Proposals (RFP) for County-wide event greening support. Zero Waste Marin is seeking experienced and qualified entities to provide support for recycling and composting at large events in its cities, towns, and unincorporated areas. Qualified entities will be able to provide support to large events for proper waste sorting, including recycling and composting. 

Update as of September 12th: Zero Waste Marin has released a simplified Request for Information and Quotes (RFIQ) for County-wide event greening. Any applicants interested in responding to the RFIQ should do so by following the instructions in the RFIQ document: ZWM Event Greening RFI-Q 2025.

Questions received from applicants:

  • Q: Can you provide more information about the types of events that would be covered under this contract?
    • A: Please use this document as a point of reference for examples of events that jurisdictions have requested. Not all jurisdictions have indicated specific events, in which case it would be appropriate to estimate an event that would require 6-8 hours of support and had approximately 500 – 1,000 attendees. 
  • Q: Can the vendor that is selected to work with Zero Waste Marin chose the final 10-12 events for the pilot program together?
    • A: ZWM would be happy to work with the chosen contractor on which events would be feasible. ZWM staff have been working with the cities and towns to identify events that could use support, so we will suggest those events be accommodated if possible. We are working with the jurisdictions to identify one-day events only that would require 4 – 8 hours of work.  
  • Q: Will the vendor chosen be able to bring in their own event containers and equipment or will {Zero Waste Marin} provide the ClearStreams by dropping them off at each event? Will there be a storage budget available to take containers and will there be a budget for a vehicle to transport the containers?
    • A: Zero Waste Marin plans to work with each jurisdiction in advance of starting this contract to ensure every City and Town has adequate ClearStreams to lend to events; ZWM will purchase new event infrastructure for the Cities and Towns if need-be. The Cities and Towns will then be responsible for storing these ClearStreams and lending them out to events, including the ones covered in this contract. The chosen contractor will be able to use their own infrastructure if they so choose, as long as it is compliant with SB 1383. If storage and vehicle transport are necessary in this case, please indicate the costs in your proposal and ZWM will work with the chosen contractor on allowable contract costs. 
  • Q: Is {Zero Waste Marin} looking to have an educator at each station to tell event goers what goes where?
    • A: This will depend on the capacity of the chosen contractor and the number of waste stations at each given event. We would ideally like to see educators at each station if there are only 3 or 4, but if there are 12 or 15 stations, we would not expect that every station could be supervised.
  • Q: Will the vendor need to provide food vendor outreach and the three-bin system for all vendor to maximize diversion?
    • A: No, Zero Waste Marin staff will be handling the vendor outreach and education in advance of the chosen events.
